Chapmanville Police Department officers responded to a 911 call from Towne and Country regarding a shoplifter.
The criminal complaint says the officer was told the suspect attempted to steal $199.70 in cigarettes. According to the manager and cashiers, the suspect walked into the store, looked around, then grabbed four cartons of cigarettes.
One of the cashiers yelled for him to stop, but the suspect ran, getting caught by the second automatic door and then tackled by a cashier. The suspect had dropped two of the four cartons of cigarettes, but was able to get up and run across the road.
The cashiers caught up with the suspect in the vicinity of the railroad tracks and Rite Aid.
The officer talked to witnesses after searching the area and was able to locate and apprehend the suspect in a three-story apartment building.
A criminal history and license revealed an outstanding warrant for two counts of failure to update sex offender registry.
Teddy G. Clemens, 35, was arrested and charged with two counts of failure to update sex offender registry, petit larceny, fleeing on foot and disorderly conduct. His bond was set at $10,000.
