• Leo Andrew Buggs, 30 of Charleston, was arrested in Logan County by West Virginia State Police Trooper P.A. Jones for possession of a controlled substance and public intoxication on Feb. 2. According to police reports on Feb. 2, 2010 Tpr. Jones responded to a call from the Rich Station near Shamrock "in reference to a male individual passed out on the bathroom floor."
"Upon arrival, this officer observed one male individual asleep in the bathroom floor," the report states. "Upon awaking the individual this officer identified the individual as the accused, Leo Buggs. This officer then located one marijuana 'joint' located in the accused's front left jacket pocket. This officer could also detect the presence of alcohol coming from the accused's body and breath. "
He was booked at the Southwestern Regional jail at Holden at 3:55 p.m.
Buggs is no stranger to local law enforcement officers despite not being a resident of Logan County and police say his record is disturbing considering allegations about his violent past actions. Buggs is reportedly from Columbus, Ohio and in 2006 he was indicted by the Logan County grand jury on drug charges stemming from an incident from Nov. 18, 2004, when Buggs was arrested by the West Virginia State Police and the Logan County Sheriff's Department for possession with intent to deliver. At that time, officers had a search warrant for his room at a local motel where they recovered two ounces of crack cocaine. Buggs reportedly became violent and confrontational with officers. At that time, Law enforcement reports stated Buggs had three drug charges on his record and that he had spent five and a half years in the Ohio correctional system.
There were three shooting incidents over the 2006 New Year's even weekend and Buggs was believed to be involved in one of them. The incident occurred one early Sunday morning about 3:30 a.m. when a person opened the door at a night club located in Cherry Tree and reportedly fired off several rounds. Two people were struck in the initial fusillade. The victims were identified as Roy Robinson and Albert "Trey" Childers. There were several other shots that rang out. Supposedly the suspect, who was believed to be Leo Buggs did some more shooting outside the bar but at that time nobody else was hit.
A warrant was issued for Buggs arrest on Malicious Wounding charges on January 2, 2006 and a few weeks later he was taken into custody by the US 119 Drug and Violent Crime Task Force and the West Virginia State Police Special Response Team following a long standoff.
Authorities had a warrant for Buggs arrest for malicious wounding that was issued on Jan. 2, following a shooting incident on New Year's day.
•Steven Wayne Copley, 48, of Accoville, was arrested by Troopers J.K. Harris and B.E. Guthrie of the WVSP for possession of a controlled substance, driving on a suspended license and no insurance on Jan. 28. According to reports on Jan. 27 at 9:30 p.m. the officers conducted a traffic stop in Kistler.
"Upon a search of the vehicle and the driver, Steven Wayne Copley (the accused) had no insurance, was suspended for unpaid citations and was in possession of a controlled substance," the report states.
He was booked at the regional jail at 7:30 p.m.
•Jimmy Dale Mitchem, 59, of Switzer, was arrested by troopers P.J. Dick and J.K. Harris for possession of a controlled substance on Jan. 23. According to police reports on Jan. 23 the officers were investigating a drug tip in the Omar area at Mitchem's residence and "discovered numerous uncapped needles with OxyContin residue."
"This officer also observed numerous pop cans with OxyContin residue," the report states.
He was booked at the regional jail at 8:35 p.m.
• Steven Howard Mitchem, 31, of Barboursville, was arrested by the WVSP for possession of a controlled substance and obstructing an officer on Jan. 23. According to another report Tpr. Harris "observed several hypodermic needles/syringes throughout the residence," and when the troopers went to handcuff Steven Howard Mitchem "he resisted and had to be physically restrained."
He was booked at the regional jail at 8:20 p.m.
• Anthony Wayne Miller, 42, of Wilkinson, was arrested by Tpr. P.D. Boggs for fleeing, battery on an officer, obstructing an officer and possession of a controlled substance on Jan. 11. According to reports the WVSP went to Miller's residence as part of an investigation and Miller allegedly ran inside and hid behind a couch. Miller allegedly kicked the officers when they tried to handcuff him.
"While searching the residence these officers found two crack pipes inside the residence," the report states.
He was booked at the regional jail at 5:39 p.m.
