Robbie Browning, 24 of Chapmanville, was arrested on April 21 by the West Virginia State Police and charged with obstructing, possession of a controlled substance, obstruction of police with vehicle, attempt to flee, operating an ATV on a centerline road, no operators and no insurance.


Trooper M. A. Broadwater responded to a complaint on April 21 about an ATV on the roadway in Stone Branch. On route to the location, Broadwater received more information from the Logan Co. 911 that the individual, who they identified as Browning, on the ATV was shooting a pistol into the air while driving at a high speed toward Big Creek.


Broadwater turned on to Big Creek Rd. and saw Browning driving at an accelerated speed. The officer then activated his lights and sirens in attempt to block the road.


However, Browning weaved around Broadwater’s cruiser and started south on Route 10.


Down the road, Browning began to have problems with his ATV and laid it down on the right side of the the road. Broadwater saw Browning, pulled over and began to approach him giving several verbal commands. Browning allegedly appeared to be extremely irritated and refused to comply with the verbal commands.


After several attempts, Browning then complied with the verbal commands and was placed into custody. He was unable to provide insurance for the ATV as well as a valid driver’s license.


Upon a Terry Frisk on the defendant, Broadwater allegedly located several syringes as well as drug paraphernalia located inside Browning’s jacket. Broadwater also located a smoking apparatus with a substance located inside and a plastic bag with what appeared to be a white substance.


Broadwater obtained a recorded statement from the accused in which he stated that he did in fact flee the scene.


Browning’s bail is set for $25,000.

Wade Lee Bryant, age 32, was arrested on April 20 by the WVSP for domestic battery and domestic assault 1st/2nd (without display of weapon). Bail is set for $3,000.


Delana Rose Mullins, age 43, was arrested on April 20 by the WVSP for poss controlled substance. Bail is set for $1,000.


Shadd Andrew Baisden, age 29, was arrested on April 22 by the WVSP for defective equipment


driving while suspended/revoked, no insurance and possession of a controlled substance. Bail is set for $3,500.


Joyce Ann Knipp, age 48, was arrested on April 22 by the Logan Police Department for public intoxication and obstructing. Bail is set for $1,000.


Jeremie Dean Bailey, age 31, was arrested on April 23 by the WVSP for daytime burglary entering without break and destruction of property. Bail is set for $10,000.
