LITTLETON, W.Va. – The West Virginia State Police have announced that the Pennsylvania State Police arrested Samuel L. Spencer and Natasha L. Burns in Waynesburg, Pennsylvania, on Mon., July 21, for three counts of first degree murder.

On Tues., January 14, 2014, at approximately 12:57 p.m., Sergeant J. E. Shriver, of the Hundred Detachment of the WVSP, responded to a structure fire in Littleton.

When Sergeant Shriver and other first responders arrived on the scene, the residence was found to be fully engulfed in flames. Three people died at the scene as a result of the fire. Two of the victims were identified as Carmen McDougal (55 years of age) and Michael McDougal (63 years of age), who resided at the house. The third victim was later identified by friends and family as Jimmy Kisner (48 years of age, from Aleppo, Pa).

Spencer and Burns are awaiting extradition proceedings which are scheduled to take place on July 28, at 1 p.m.
