House of Delegate Rupert Phillips Jr., 43, of Logan, has been arrested and charged with domestic battery.

According to the criminal complaint, on Saturday, June 23, West Virginia State Trooper S.A. Belt responded to Logan Regional Medical Center in reference to an alleged physical domestic that had already occurred.

Upon arrival, Belt “spoke with the victim, Stephanie Ellis, who had stitches and visible bruising and swelling on her face.”

Ellis stated that Phillips and her were in a “physical altercation over relationship issues, at which point the accused pushed her and she fell on the floor.”

Ellis stated “that she did want to press charges.”

The officer located Phillips and took him into custody without incident.

Phillips was released on a personal recognizance bond following arraignment in magistrate’s court.

A shoplifting report at a local Speedway resulted in the arrest and incarceration of David Dillon, 34, of Logan, in the Southwestern Regional Jail.

The criminal complaint states that WVSP Trooper S.A. Belt responded to call about an individual that was allegedly intoxicated and shoplifting at the Stollings Speedway.

Upon arrival, Belt attempted to make contact with Dillon outside, but he ran back inside the store and failed to comply with the officer’s orders.

After capturing Dillon, Belt searched Dillon and reportedly “discovered two packs of chewing gum and a pack of batteries.”

According to the complaint, the victim stated the accused called her a derogatory name and “pointed at her in a threatening manner” and tried to get his girlfriend “to fight her.” Dillon also allegedly cussed his girlfriend and grabbed her by the arm and tried to get her to fight the victim.

Dillon reportedly stated that “he had taken some pills.”

Along with shoplifting charges, Dillon was also charged with assault, battery, public intoxication and obstructing.

A Chapmanville man has been arrested on charges of identity theft. A criminal complaint filed in the magistrate’s court states that Logan County Sheriff’s Deputy Corporal B.D. Cobb received a complaint from a victim stating that “she and her husband share a Lowe’s credit card account.”

The victim stated that her son, Michael Ferrell, 49, of Chapmanville, charged “twelve different transactions on the card between June 09, 2012, and June 20, 2012. The transactions totaled $1,956.40.”

An investigation by the officer determined that Ferrell “did make the transactions and signed his father’s name for receipt.”

Ferrell was allegedly taking the property to pawn shops in exchange for U.S. currency.

Ferrell was charged with identity theft x12, forgery x12 and fraud by access device x12. He is being held in Southwestern Regional Jail on a $25,000 bond.
