CHAPMANVILLE — The Town of Chapmanville had meetings on Jan. 15 and Jan. 22 to take care of regular business and discuss $2 million in projects that will move Chapmanville forward.
Kathy Elliott from the Region II Planning & Development Council submitted documents for Council approval with regard to a proposed $1.5 million dollar infrastructure project for the Chapmanville Water/Wastewater Department. Chapmanville received an award letter from Governor Tomblin for $400,000 for this project, with the remaining funds anticipated to be released later this year. These funds will be used for an upgrade and/or replacement of surrounding water storing tanks as well as new water lines and equipment in town.
“This is a much needed project, one that will assure our citizens of good, potable water for years to come,”said Mayor Price.
Project Coordinator Brian Kirkendoll reported on several projects including a large scale sidewalk and street lighting project near the Commerce Park crossing, which is scheduled to begin this Spring; confirmation from the W.Va. Department of Highways regarding the construction of an additional pedestrian crosswalk at the intersection near Speedway, and an official approval from the U.S. Federal Highway Administration to proceed with a proposed one mile walking trail along the Guyandotte River.
“Our goal is to have a walkable community,” said Council Member Jeremy Farley, ”It is not only good for people to get physical activity, it’s important for people who live here to have a walkable community.”
Farley went on to say the state-funded crosswalks installed near Chapmanville Towers have been extremely helpful and have prevented accidents. There are many residents in Chapmanville who are not able to get across three lanes quickly on foot or by motorized wheelchair. The crosswalks will control the traffic and allow pedestrians time to cross the street safely.
Kirkendoll also updated the Council on progress being made toward the construction of a proposed multi-purpose complex that will house the Chapmanville Volunteer Fire Department, Chapmanville Town Hall, and the Tracy Vickers Community Center. The proposed complex is to be named the Tracy Vickers Community Complex and is to be located at 128 Tracy Vickers Ave., which is the location of the current Chapmanville Volunteer Fire Department.
A request for proposals for architectural design was advertised in the Charleston Gazette and Logan Banner for two weeks. Information was received from thirteen different companies. A special meeting was held on Jan. 22 to narrow the field of applicants. The of architects to be interviewed for the proposed Tracy Vickers Community Complex Project are McKinley & Associates, E.L. Robinson Engineering, and L.R. Kimball. These firms will be interviewed at a special council meeting to be held Monday Jan. 28, at 6 p.m. The council has named Jason Freeman, David Dean and Brian Kirkendoll to a building commission, which will facilitate efforts to acquire funding and manage the bid process. Pending funding approvals, construction is anticipated to start later this year.
Recreation Coordinator Sally Stollings visited each business in town to verify each was properly registered to do business in the Town of Chapmanville.
Chapmanville Police Lieutenant D.A. Browning announced the Chapmanville Police Department was recently awarded AAA’s “2012 Community Traffic Safety Bronze Award.”
The International Property Maintenance Code Ordinance was read for the second time and adopted. Uses for such an ordinance is to regulate and govern the condition and maintenance of property and other physical conditions essential to ensure structures are safe, sanitary and fit for occupancy and use; to condemn buildings and structures unfit for human occupancy and use and demolition of such existing structures.
Halli Brooke Price is doing her senior project on “No Texting.” She was given a green light to give a presentation to the council suggesting ways to help remind everyone of the dangers of texting and driving.
Mayor Price and the council members encourage residents and business owners to attend the Town’s monthly meetings, which are usually held the second Monday of every month at 7 p.m., at the Chapmanville Municipal Building.
