Rufus Norman Jr., 33, of Logan, reportedly walked into the Logan detachment of the West Virginia State Police Wednesday at 10 a.m. to surrender. Troopers had been looking for Norman earlier on Tuesday to serve an arrest warrant on him for alleged sex crimes. Norman is charged with four counts of sexual assault and with conspiracy to commit sexual assault.
"We have been doing an investigation about a guy named Rufus Norman Jr.," Trooper L.D. Hensley said yesterday. "Trooper R.L. 'Bo' Frye from the Logan detachment was lead investigator on the sexual assault allegations. Sgt. J.L. Lester of the cyber crimes task force handled the internet aspect of the investigation. I was with the Child Protection Unit, and we all worked together on this investigation."
Hensley said troopers were looking for Norman a day before he walked in and turned himself in.
"He showed up (Wednesday) at 10 a.m. There was an internet aspect to the case and a physical abuse aspect that were part of the investigation. Further arrests may be made,” Hensley said.
Logan Prosecutor Brian Abraham said Norman is accused of having a sexual relationship with a young male and of arranging a meeting between a youth and another person for the purpose of having sexual relations, and confirmed that more charges or arrests could be made in the case.
According to police reports on July 5, Frye received a complaint from the parent of a victim (described as a "14 year-old male") advising she believed her son had been having sex-related conversations on the internet with other males.
"This officer interviewed the juvenile and learned that he did perform oral sex on the accused, Rufus Norman, Jr., on two occasions in Logan County," the report states. "And the accused did perform oral sex on the victim on at least two occasions in Logan County. The accused was interviewed and did relay the same information to this officer. The accused did also conspire with another male via the internet to arrange a meeting at which time the male and the juvenile would engage in sexual contact."
Norman was arraigned before noon and was released on $10,000 bond.
