Joseph Ray Bevino, 32, of Logan was arrested by Tpr. M.L. Vance of the WVSP for smuggling drugs into a jail on Oct. 13.
According to law enforcement reports Bevino was arrested in Mingo County for possession of a controlled substance and transported to the regional jail.
When corrections officers were processing Bevino to be placed in general population, "Corrections Officer Tabor searched the defendant and found in his possession a pill bottle containing blue and yellow pills identified by Poison Control as a schedule III controlled substance," the report states. "The item was found beneath the defendant's scrotum."
He was booked at the regional jail at 9:45 a.m.
Kelly Beth Shepherd, 30, of Chapmanville, was arrested by Tpr. M.L. Vance of the WVSP for trespassing, obstructing an officer, giving false information to an officer, public intoxication and possession of a controlled substance on Oct. 10.
According to law enforcement reports Vance was dispatched to Mud Fork in regards to a complaint about "a female who just walked into the residence and demanded to use the telephone while highly intoxicated."
The victim asked Shepherd to leave several times. Vance spoke to the victims who told him the woman was standing outside in the roadway.
"Upon making contact with the female (Shepherd) this officer noticed the female unsteady and (having) slurred speech with heavy eyes," the report states. "Female refused to give her name and refused to follow officer to his cruiser and attempted to walk off from said officer, refusing to let officer do a safety pat down (Terry Frisk for weapons). Defendant stated to officer she did not live in the area, when she was later found to live only four houses down. Defendant did volunteer consent for officers to search her residence when asked 'was she under the influence of drugs, when her reply was "no."
She was taken into custody and booked at the regional jail at 5:30 p.m.
Carl Varney, 32, of Williamson, was arrested in Mingo County by the Mingo County Sheriff's Department for possession with intent to deliver and being a fugitive on Oct. 19. He was booked at the regional jail at 3:35 a.m.
Kenneth Miller II, 30, of Wilkinson, was arrested in Logan County by Tpr. C. Stump of the West Virginia State Police for possession of a controlled substance, petit larceny and having a fraudulent MVI sticker on Oct. 16. According to law enforcement reports on Oct. 7, a registration plate was entered as stolen.
"The plate was stolen from the same area as where the defendant was arrested," the report states. "The defendant advised a green Tracker he was working on was his, he purchased it two months ago and the plates were on the vehicle when he bought it. The vehicle displayed a fraudulent MVI and there was another MVI sticker in the vehicle. A search of the defendant produced a symboition pill in a Tylenol No. 3 bottle. "
He taken into custody and was booked at the regional jail at 6:40 p.m.

Troy David Jarrell, 30, of Chapmanville was sentenced by US District Judge John T. Copenhaver to 84 months in prison for being a felon in possession of a firearm. Jarrell pled guilty to the charge on Feb. 23, 2007. He had been arrested by the WVSP for domestic assault and domestic battery and at the time of his arrest he was in possession of a pistol and ammunition. Jarrell had been previously convicted of two violent felonies and was prohibited from owning a gun or ammunition.
Jerry Hale, 57, of Bluefield was sentenced by US District Judge David Faber to 12 months in prison for aiding and abetting the sale of counterfeit Federal Reserve Notes. He pled guilty on July 16, 2007 to selling the counterfeit currency to a confidential informant on two occasions.
