Zoning the topic of sanitation board meeting

Flood plain and possible zoning-related problems in the future was one of the main topics of discussion at the January meeting of the Sanitation Board of the City of Logan.

Director Wyatt Hannah told board members and Mayor Serafino Nolletti that the city has no zoning appeal board and should set up a system to deal with zoning questions.

"I'd set up a board where the mayor would appoint members and the council would approve members at staggered terms," Hannah said, recommending that engineers, architects and builders with experience be recruited for such an organization.

With a zoning appeal board residents could bring their plans to city hall and see if their project is in a flood plain for a fee. Hannah said the fee would be to help the program pay for itself. Hannah said a section could be agreed upon that would stop someone from violating the flood plain ordinance or zoning regulations, possibly with a $500 fine and ten day jail sentence.

Hannah also discussed the city's Flood Plain Ordinance which had to be revised this year along with other municipalities across the state, as required by the Department of Homeland Security.

"This is really just a work in progress," Hannah said of the Flood Plain Ordinance being worked on, and admitted to Mayor Nolletti that he was not sure when the ordinance had to be done. (Other local municipalities have already completed their Flood Plain Ordinances for approval.)

Hannah said he would contact Tim Keaton at Homeland Security and let him know the project was being worked on, and that he would compare it to other Flood Plain Ordinances from other municipalities.

The matter was then tabled.
