Kathy Joe Adkins, 37, of Logan was arrested by West Virginia State Police Troopers J.C. Kirk and T.W. Tippett for cultivation of marijuana, child neglect, two counts, child endangerment, two counts, elderly neglect and elderly endangerment on Feb. 16.
According to law enforcement reports, the offices responded to a call at Wheatley Branch "in reference to a welfare check."
"Upon arrival these officers spoke with victim number one ... and both juvenile victims ... and these officers observed no other adults to be home. During a safety check of the home these officers discovered two marijuana plants growing in the bathroom. During further conversation the two juvenile victims stated that their mother, the accused, Kathy Adkins, had been gone all day and they are usually left alone. Upon Child Protective Services arriving at the home, the accused also arrived and stated that victim number one suffered from Alzheimer’s disease."
Further investigation "disclosed evidence of neglect and endangerment to both the juveniles and the elderly victim," the report states.
She was booked at the regional jail at 9:15 p.m.
