A local man was arrested this week on drug charges by the former Chief of Police of the City of Logan after the then-off-duty officer allegedly watched the transaction take place.

West Virginia State Police Trooper Les Goldie Jr. was off duty when he reportedly observed an alleged drug transaction in town and followed up on it.

Jody Dale Hall, 37, of Logan, was arrested by Trooper Goldie for possession with intent to deliver a controlled substance and possession of a controlled substance on April 21.

According to law enforcement reports, Goldie was in street clothes at a local store when he saw Hall yell for another individual "to come over to him."

Goldie reportedly observed the two talking and then walk around to the side of the building.

According to the police report, Goldie saw the duo stop 20 feet from him and, in plain view, Goldie reportedly observed Hall hand an unknown object to the other man. Goldie "observed (the other individual) pull out a green pill bottle and count out unknown objects and put them in the accused's hand," the report states.

Goldie went home and changed into uniform and "immediately located the accused. This officer questioned the accused, who stated he sold (the other individual) a marijuana joint and he still had some joints on him. The accused pulled out a cigarette box which contained three marijuana joints. The accused was Mirandized and transported to Logan City Hall for processing ... and signed a statement admitting to selling a marijuana joint to (the other individual) for $4. Logan P.D. picked up (the other individual) and brought him to city hall."

The other man gave Trooper Goldie the green pill bottle "which contained one marijuana joint" and "admitted to purchasing" it from Hall for the $4 in the pill bottle.

Hall was taken into custody and booked at the Southwestern Regional Jail at 3:30 p.m. on $5,000 bond.
