Roy William Perry, 23, of Omar, was arrested on December 11 by West Virginia State Police Trooper L.D. Hensley for sexual abuse by a parent, custodian or guardian.
According to police reports, the trooper "did receive a statement from the juvenile victim advising that during her placement in the children's shelter, she did have a relationship with the accused."
"This involved kissing and touching of her breast," the police report states. "Further, the accused advised this officer that he was an employee of the Harless Shelter and that he did kiss the victim and touch her breasts. The victim was 15 years old at the time of the aforementioned contact."
A warrant was issued for Perry's arrest on Nov. 25, and he was taken into custody and booked at the Southwestern Regional Jail at 6:13 p.m. on Dec. 12.
Betty Lou Osborne, 48, of Lorado, was arrested on Dec. 10 by WVSP Trooper D.W. Simmons for failure to register as a sex offender.
According to police reports, on Jan. 15, the defendant failed to comply with the West Virginia State Police Sex Offender Registry by failing to provide the state police with a new phone number.
"The defendant also failed to notify the state police that the number had been discontinued on Dec. 2, 2008," the report states. "The defendant is required to register for life as a sex offender."
Osborne was released on bond. She is registered on the WVSP sex offender registry as Betty Lou Damron.
According to the registry, she was convicted on Oct. 28, 2004, of committing first degree sexual abuse on a victim listed as an adult family member. She served 73 days in a correctional facility and was placed on four years probation.
