DINGESS — Crimes against children, of any type, are the most heartbreaking of all and ignites anger within the public faster than most other reported crimes. West Virginia State Police (WVSP) Trooper J.D. Matheny is hoping residents will read the following information from a criminal complaint and help him locate and arrest an individual accused of sexual assault and sexual abuse against two little girls who were ages 4 and 5 when the alleged crimes took place.
On Feb. 3rd of this year, Trooper Matheny was contacted by a representative with the W.Va. Department of Health and Human Resources (DHHR) Child Protective Services (CPS), advising him that a complaint had been filed in reference to the sexual assault of two juvenile victims.
Forensic interviews were conducted separately with both victims. The criminal complaint states they both relayed to the trooper and CPS worker that the defendant, Johnce I. Followay, 24, whose last known address was listed as Dingess, had touched their vaginas with his penis. Additional pertinent information was also obtained from the juveniles, family members and medical personnel regarding these allegations, but to date, has not been released to the public.
Although definite dates of the alleged crimes could not be identified from the victims, the identification of the perpetrator was known, with Followay being named by both children. Their mother is said to have dated the defendant between the dates of March 3, 2009 and Feb. of 2012, with the alleged sexual crimes occurring during that time frame.
A warrant was obtained by Trooper Matheny and signed by Mingo County Magistrate Pam Newsome on April 11, and the search for Followay has been ongoing since that time.
“The latest report I received provided information that the defendant was seen at a location in Wayne County, and he has also resided in Martin County, Ky. in the past, so he could possibly be in that vicinity also,” remarked Matheny. “His last confirmed address was on Big Sang Kill Road in the Dingess community.”
The WVSP are requesting the assistance of the public in locating and arresting Followay, to face a total of four felony charges in a court of law. The arrest warrant includes two counts each of sexual assault, 1st degree and sexual abuse, 1st degree.
Followay is described as being 5’11” and approximately 157 lbs., with sandy blonde/brown hair and hazel eyes. The photo featured shows the defendant with almost shoulder length hair, but according to the trooper, he reportedly was seen with his hair cut close to the scalp, similar to the hairstyles of law enforcement and military personnel.
“He may look different than he does in the photo, but anyone that takes a good look at it should be able to recognize him by his facial characteristics,” said Matheny.

“You don’t have to give us your name, all we’re interested in is apprehending the defendant “, said the trooper. “The identity of the caller does not have to be revealed. Our concern lies in locating and arresting Johnce Followay and bringing closure to this case.”
