Police make unusual arrests

Two local men were arrested recently on some very unusual charges — one was accused of exposing himself in public and the other allegedly tossed litter out the window in front of the state police barracks while being followed by deputies.

Scott Edward Backus, 48, of Logan, was arrested by Officers R. Adkins and Artie Willis of the Logan Police Department for indecent exposure, fleeing on foot, entering without breaking and obstructing an officer on June 2.

According to police reports, the officers were on patrol when they were stopped by several people who said Scott Backus allegedly "was exposing himself to some children," when they went to see if the accusation was true.

"(Backus) then ran away on foot and then he went into an apartment and while searching the building the resident of the apartment didn't know that he was even in there," the police report states. "And while finding him in the apartment, he started cussing us and refused to be handcuffed and there was a struggle (which) ensued. We finally got him cuffed and then at the office noticed the glassy eyes and slurred speech, and (that) he could hardly stand." Backus also allegedly made obscene remarks to police after he was taken into custody.

He was booked at the Southwestern Regional Jail at Holden at 7:34 p.m.

John Steven Vance, 36, of Holden, was arrested by Logan County Sheriff’s deputies Jason Mathis and J.A. Lyall for littering, possession of a controlled substance, DUI and driving left of center on May 29.

According to police reports, the deputies were on State Route 10 when they noticed a white Chevy go left of center more than once and began to follow it.

"As we followed the stated vehicle, (Vance) threw a piece of paper out of the driver's side window, as we approached the West Virginia State Police bridge," the report states. "We then activated our emergency lights and initiated a traffic stop. Upon speaking with (Vance), I asked him what he threw. He stated a piece of paper. I then noticed that the defendant's eyes were glassy and that he had slurred speech."

Vance reportedly failed three field sobriety tests.

When the officers searched his vehicle they allegedly found a plastic bag in plain view of the glove compartment containing 20 blue oblong shaped tablets believed to be loracet 10 mgs and also a prescription bottle under the passenger seat under Vance’s name labeled “xanax” that contained seven and a half blue oblong shaped tablets believed to be loracet 10mgs.

Vance was transported to Logan Regional Medical Center for blood specimen testing.

He was booked at the regional jail at 11:45 p.m.
