Area man jailed after a hit and run car crash

A local man was arrested recently following a hit and run altercation which left two people hospitalized.

Richard Douglas Smoot, 37, of Accoville, was arrested in Logan County by West Virginia State Police Trooper C.D. Kuhn for malicious wounding, driving on a revoked license, aggravated DUI and leaving the scene of an accident on Nov. 20.

According to the police report, on Nov. 19, Smoot was traveling through Mallory Hollow allegedly in a reckless manner, when he allegedly struck two pedestrians walking along the road.

After striking the two pedestrians, Smoot then allegedly fled the scene and turned around, the report states.

"(Smoot) was observed driving back by again in a reckless manner by a witness,” the report said. “(Smoot) again fled the scene and refused to render any aid to the injured pedestrians. This witness was able to observe that the accused had damaged the front bumper of his purple, 1999 Plymouth.”

Both pedestrians were transported to Logan Regional Medical Center for treatment of their injuries, the report said.

A second police report states that on Nov. 20, Smooth was driving his vehicle near Mallory and ran off the road and struck a rock wall.

When the trooper arrived he allegedly noticed a strong odor of an alcoholic beverage emitting from the accused's breath and Smoot reportedly failed three standard field sobriety tests. Tpr. Kuhn also found Smoot's license was revoked for a DUI on Nov. 5.

• Sherry Rebecca Podunavac, 35, residence not listed, was arrested in Logan County by the WVSP for DUI on Dec. 5. She was booked at the regional jail at 12:10 a.m.

• Gary Edward Packo, 34, residence not listed, was arrested in Logan County by the WVSP for DUI, driving on a revoked license, improper registration, no insurance and no MVI on Dec. 2. He was booked at the regional jail at 5:21 p.m.

• Ronald Belcher, 52, residence not listed, was arrested in Logan County by the WVSP for DUI on Nov. 30. He was booked at the regional jail at 3:30 a.m.

• David Lee Runyon, 37, residence not listed, was arrested in Logan County by the WVSP for DUI on Nov. 24. He was booked at the regional jail at 12:50 a.m.

• Carsa Lynn Vance, 43, residence not listed, was arrested in Logan County by the WVSP for driving on a revoked license on Nov. 20. She was booked at the regional jail at 10:40 p.m.

• Dominic Jennings Zaccheo, 40, residence not listed, was arrested in Logan County by the WVSP for DUI on Nov. 20. He was booked at the regional jail at 10:40 p.m.

• Ricie Lee Hall, 48, residence not listed, was arrested in Logan County by the WVSP for DUI on Nov. 20. He was booked at the regional jail at 10:56 p.m.

• Pamela Sue Gillman, 40, residence not listed, was arrested in Logan County by the WVSP for failure to observe traffic signals, driving on a revoked license and no insurance on Nov. 9. She was booked at the regional jail at 6:33 p.m.

• Curley Belcher, 34, residence not listed, was arrested in Logan County by the Chapmanville Police Department for driving on a suspended license and obstructing an officer on Nov. 1. He was booked at the regional jail at 12:49 a.m.

• Michael Ruggles, 42, residence not listed, was arrested in Logan County by the WVSP for driving on a revoked license, no insurance and improper registration on Oct. 26. He was booked at the regional jail at 7:20 p.m.

He was booked at the Southwestern Regional Jail at Holden at 2:45 a.m.
