Nolletti and Miller attended two days of meetings. On Sunday, January 17, they attended a Legislative Prep Session conducted by The Honorable Walt Hemlick, Chairman of the Senate Finance Committee. The Prep session highlighted the financial burden and progress on the State and what monies were available to cities through State and Federal Funding. The WVML also presented “Advocating Municipal Legislative Issues,” facilitated by Mark Matkovich. They also attended a seminar titled “The Talk of the State: Winning the Hearts and Minds of your Citizens and your Legislators” led by John Dahlia. On Sunday evening they attended a dinner with Keynote Speaker Senator Earl Ray Tomblin. Prior to the dinner, the Senator presented the duo with a certificate from the Governor, which awarded the City with $25,000 for Fire and Police Equipment, which had been applied for from the City.
On Monday January 18, Nolletti and Miller attended meetings including an address by Governor Joe Manchin III, WVML President Mayor Susan Webster and Charleston Mayor Danny Jones. The opening session was followed by "Lobby Day," at the State Capitol. Nolletti and Miller observed Senate Session and were introduced to the floor by Senator Ron Stollings.
“It was a productive day for all those that attended the conference,” Senate President Earl Ray Tomblin said. “It was a pleasure to have the mayor and clerk representing the home team of Logan.”
The day was concluded with a luncheon at the Governor's Mansion, where they were joined by First Lady Gayle Manchin. Monday evening the Municipal League hosted a reception, where the City was able to connect with Mayors from all over the state and many State leaders that were able to offer resources to aid the City with issues.
"It was a beneficial conference for the City of Logan," said Nolletti. "We had a great time meeting everyone from around the State, and we were honored by the way we were received by Senator Tomblin at the State Capitol. Logan should be thankful we have someone like Earl Ray to help our area."
The West Virginia Municipal League is a statewide, nonprofit, nonpartisan association of cities, towns and villages established to assist local governments and advance the interests of the citizens who reside within. The League achieves this directive through legislative advocacy, research, education and other services for municipal elected and appointed officials. The membership includes 99 percent of all 232 municipalities' population in the state. The central purpose of the League is to advance the interests and welfare of the people residing in the municipalities of the state. By cooperating through the League, cities benefit from research programs and a united legislative voice that would be impossible to maintain individually. The City of Logan signed up with the West Virginia Municipal League's Revenue Enhancement Program two years ago, which is a program designed to increase Business & Occupancy Tax for the City. The program has proved to be a continued benefit.
